Everything that identifies the parcel goes to one person only: its winner, with the survey file, the boundary plan and the ownership contract.

Shaqlawa sits in a green fold of the Safeen mountains — a summer town, orchards spilling down every hillside, families driving up from Baghdad and Erbil in July just to breathe the cooler air. Apples, pomegranates, walnuts, honey.
It's one of the safest, most beloved corners of the Kurdistan Region — a place Kurds bring their children on weekends because the roads are clean and the mountain is close. You are not winning anonymous farmland. You are winning a piece of a place people actually love.
Registration begins within 90 days of the draw. The winner receives a contract according to the land type, registered in the winner's name under the land rules of the Kurdistan Region of Iraq and Iraqi law. If a winner's current residency does not allow direct registration, the winner may nominate a relative living in the Kurdistan Region of Iraq to hold the registration on their behalf.

At the announced time a public randomness beacon publishes a value that did not exist when the entries were sealed, and one entrant takes the parcel. Its winner then begins the 90-day registration walk. There is no way to enter after the gate closes.
