Official Draw Rules

Draw 001 · First Kurdistan Land Draw · KRG plot prize

These are the rules of the draw. Written in plain language on purpose. Once a draw opens for entries, the rules that govern it are frozen — any change applies to future draws only.

1. Promoter

Kurdistan Land Draw (the "Promoter"), Hewlêr (Erbil), Kurdistan Region of Iraq.

2. Draws, names & periods

The Promoter runs several draws in parallel, each for a single prize. Each draw is named and listed at /prizes/ with its own gate.

Sales open: per draw, on the date that draw is opened for entry.
Sales close: for each draw independently — when that draw's entry gate is reached, or 12 months after that draw opened, whichever is first.
Draw date: within 7 days of that draw's sales closing.

Every draw's gate is fixed the moment that draw opens for entry, and public pages show how full each draw is as a percentage. Smaller draws carry smaller gates and therefore close sooner. One draw closing has no effect on any other draw.

Each confirmed paid entry from a referred friend adds 1 bonus entry for the referrer, capped at 3 bonus entries per referrer per draw. To receive referral bonuses you must hold a confirmed entry in that same draw — the bonus is added to your own ticket automatically at the moment your friend's entry confirms. Bonus entries are non-transferable and have no cash value.

5a. The bonus pool (all free entries)

Every draw has a fixed marketing pool of bonus entries equal to 10% of its gate. Volume bonuses (§4) and referral bonuses (§5) are both granted from this one pool, first-come. When a draw's pool is spent, no further free entries are granted in that draw — paid entries are unaffected. This is what keeps free entries honest: the pool is fixed as a share of the gate and cannot quietly dilute the odds beyond it.

6. The prizes — one prize per draw

Each prize is its own separate draw. A draw has its own entry gate, its own pool of entries, and its own winner. An entry buys a place in one named draw and gives no chance in any other. An entrant who wants a chance at more than one prize must enter each of those draws separately.

Every draw open for entry — its prize and its specification — is published at /prizes/. A draw's prize and gate are frozen, together with these rules, the moment that draw opens for entry.

6.1 How each kind of prize is delivered

6.2 Shipping, duties and taxes

Prizes are fulfilled within Iraq and the Kurdistan Region at the Promoter's cost. A winner who requires delivery outside Iraq and the Kurdistan Region bears shipping and any import duty, customs charge, or tax levied in the destination country. Any tax arising on receipt of a prize in the winner's own country of residence is the winner's responsibility. The Promoter does not give tax advice.

6.3 Relative-nominee option (land only)

Where the winner's residency, nationality, or immigration status does not permit direct registration under KRG or Iraqi law, the winner may nominate one relative living in the Kurdistan Region of Iraq (parent, sibling, adult child, or spouse) to hold registration on the winner's behalf. The nomination is signed by the winner, with acceptable proof of the family relationship submitted to the registry. The winner remains the beneficial owner of the parcel; the nominee holds registered title as trustee.

7. Winner selection — each draw decided on its own

Every draw runs this procedure independently, on its own entries and its own seed. Nothing about one draw affects another.

  1. Each confirmed entry is assigned a unique ticket number (sequential integer), recorded together with the draw it belongs to, and included in that draw's sealed entry list.
  2. When a draw's gate is reached, that draw's entry list is frozen and sha256 of its sorted ticket list is published before any random seed exists.
  3. The random value is taken from drand, a public randomness beacon operated by an independent group of organisations, which publishes a new signed value every 30 seconds. The specific round used is derived from the announced draw time and is published before the entry list is sealed, so the value cannot be known to anyone — including the Promoter — at the moment entries are frozen.
  4. The winning slot is derived from the beacon value as follows. Compute HMAC-SHA256(key, "pool_hash:counter"), where the key is the 32 raw bytes obtained by hex-decoding the published beacon value (not its hex text) and the counter starts at 0. Let N be the entry count and k the smallest number of bits able to represent N. Split each 32-byte digest into consecutive B-byte chunks where B = ceil(k/8), read each chunk big-endian, and shift right by (8B − k). Take the first result below N; values at or above N are discarded, and the counter advances only once a digest is exhausted. That slot in the frozen sorted list is the winner. This rejection sampling makes every entry exactly equally likely — a plain remainder would very slightly favour low ticket numbers.
  5. The seed, the pool hash, and the exact procedure are published at /transparency for each draw, so any entrant can recompute that draw's result independently.
  6. The whole process is streamed live on Facebook and TikTok.

8. Odds

Odds are per draw and depend only on that draw's own entry count. With N confirmed entries in a given draw:

Each draw's final entry count and resulting odds are published at /transparency when its gate closes.

9. Winner notification & rollover

10. Charity

10% of gross revenue from each draw is transferred within 7 days of draw closing to the Kurdish youth charity foundation being established for this purpose. Full details and audit reports are in the Charity Policy.

11. If a draw is cancelled

Cancellation applies per draw. If a draw fails to reach its gate within 12 months of opening, or is cancelled for regulatory reasons, everyone who paid to enter that draw is refunded in full to the original payment address within 30 days. Entries in other draws are unaffected and are not refunded. The 10% charity allocation on the cancelled draw is not refunded but is still transferred.

12. Disputes

Disputes must be raised in writing within 28 days of the draw date. Disputes are decided by an independent adjudicator appointed jointly by the Promoter and [Legal body TBA]. The decision is final.

13. Publication of results

For each draw: the winner's first name and ticket number, that draw's pool hash and final entry count, the beacon round and value used, and — for the land draw — the registry's transfer confirmation, are permanently published at /transparency, draw by draw.
